Substance Use Prevention

HCCA works in the community to create environmental, policy, and systems changes to reduce alcohol and substance misuse in Kennebec County.

HCCA works with community partners to:

  • Develop and strengthen substance use policies.

  • Provide training and education to various audiences and organizations around substance use prevention (e.g., youth, schools, municipal leaders, parents, etc.).

  • Provide Responsible Beverage Server training.

  • Share information and resources on evidence-based best practices for youth substance use prevention.

  • Promote safe storage of prescription medications and cannabis.

Responsible Beverage Server/Seller (RBS) Training

Responsible Beverage Service (RBS) training gives the workers who make decisions about IDs, age, sobriety, and their worksite safety (on top of a host of other responsibilities) the best skills and information possible to protect their customers, their staff, and their community.

Participants will receive RBS certification through the ME Bureau of Alcoholic Beverages and Lottery Operations (BABLO) that is valid for 3 years after the training date.


Alternative to Suspension (A2S) is a restorative, in-school, or community-based intervention designed to keep students in school while addressing the issue through counseling, skill-building, and community service.

Why is it important? It changes the narrative to substance use being a health issue rather than a behavioral issue.

  • The Student Intervention Reintegration Program (SIRP) is an evidence-based program for Maine teens, ages 13-18, who may be experimenting with alcohol or drugs, making questionable decisions, or engaging in risky behavior. The program empowers teens to make healthy decisions and reduce risk, without judgment or shame.

  • Prime for Life is used to teach students what causes and prevents problems with alcohol and drugs. It is designed to help students understand the risks related to substance use and how to make healthy choices at their age. The program raises awareness of the pressure to make high-risk choices and how to make low-risk choices moving forward.

  • The MY Healthy Futures (Cannabis Version) is an Alternative-to-Suspension curriculum geared for students who have been caught using cannabis products, e-cigarettes, or any cannabis products, and/or for any student who is interested in trying to reduce or quit cannabis use.
